SimCity for yer calc! Build your own residential, industrial and commercial zones in the right proportians. Place roads, police, hospital, power plant and stuff. The rules are pretty simple (example place a police for every x citizens). With disasters (optional), arcos and rewards a good (looking too) game. At a certain point the sims will go into space and the game will get pretty boring.
